History

Three Rivers was founded in 1966 by a committed group of Business and Community members from various companies. These members came together to form the development group with the key goal of maintaining and promoting the economic development of the area, with primary emphasis on strengthening the residential economic base through the production of new and outstanding middle-income housing.

Our 3-county region is often referred to as the I-86 Innovation Corridor and includes intown/downtown projects and business development support in collaboration with community leaders in areas of the Southern Tier of New York.

Business Development

Three Rivers Development Corporation is a private sector vehicle for economic development. Our staff has more than 30 years of experience with an extensive community network. We act as a resource to developers, business owners, and visionaries who see the future of our region and want to be a part of its growth.

Our Mission

To maintain and promote the economic viability of Southeast Steuben County through board and staff service to the public and private sectors in the fields of planning, housing, commercial and industrial development, and community renewal.

Strategic Goal

To provide leadership, facilitation and technical assistance to businesses and communities, primarily in the I-86 Innovation Corridor, with expectations that we will participate in Southern Tier regional activities, to improve the atmosphere for business development and help bring about long-term sustainability for the communities.

Betsey was named President of Three Rivers in 2015 after a 10-year stint as the Economic Development Director in Loveland, Colorado. A native of Tioga County, New York, she understands the region’s unique needs and assets. She is a Cornell University graduate and received a master’s degree from Colorado State University. Her skills as a convener and champion are critical to Three Rivers’ success.

Fred’s experience and career span 15 years of work in the public sector and beyond, first in a role with the City of Utica, New York, and then at Mohawk Valley EDGE, a regional economic development agency headquartered in Rome, New York. He graduated from the University of Vermont and earned his J.D. from the Villanova Law School, but his talents as a communicator and consensus builder are put to good use in his role here.

Valory serves as the administrative specialist for Three Rivers Development Corporation.  She has worked in the insurance industry for over 20 years and her managerial skill set was developed through 10+ years of experience in department management and office management. Valory is a lifetime resident of Steuben County and has strong ties to the community.
