Three Rivers works with area economic development agencies and municipalities to help our region grow.

Three Rivers Development plays many different roles ranging from leader to a facilitator, collaborator and advocate for economic development in the three-county region of Steuben, Chemung and Schuyler Counties in New York’s Southern Tier. Three Rivers is committed to maintaining a strategic and forward-looking posture to turn challenges into opportunities, embrace change and leverage the next wave of new ideas.

Looking to the future, Three Rivers will continue playing the role of convener and thought leader around issues impacting the region’s long-term economic sustainability such as innovation, business growth, workforce, and quality of life factors important to talent recruitment and retention. Following are examples of the work we do in conjunction with our collaborators and partnerships that are making real change happen for our community .


2025 Southern Tier Railcar Industry Analysis

In early 2025, Three Rivers Development, SCIDA, and STEG commissioned Camoin Associates to complete a comprehensive Southern Tier Railcar Industry Demand Analysis. The study assessed the region’s competitive position, workforce, and supply chain needs, while forecasting demand over the next decade. It offers actionable recommendations for manufacturers, suppliers, and training institutions based on national and regional trends, workforce availability, and supply chain dynamics.

SoFLX.com Recruitment & Retention Website

Three Rivers launched www.SoFLX.com as a regional recruitment and retention tool for Southern Finger Lakes employers, economic development agencies, and chambers of commerce. The site targets recruits from outside the region, remote workers seeking a change, and locals open to new opportunities. Users include major employers like Arnot Health, Guthrie, Corning Inc., and others. The site is currently being updated to better align with user demographics and improve performance tracking.

2025 Southeast Steuben Housing Needs Analysis

In response to concerns about the quality, availability, and suitability of housing across Southeast Steuben County, Three Rivers Development engaged Camoin Associates to conduct a comprehensive housing needs assessment. The goal of this study was to evaluate the current state of housing, identify areas of unmet demand, and provide data-driven guidance for future investments and planning efforts. This study also compliments the previously completed Senior & Disabled Housing Market Analysis for Southeast Steuben & Big Flats.

Chemung River Greenway Trail

Three Rivers secured a $50,000 ARC grant to study the feasibility of the Chemung River Greenway, a 53-mile multi-use trail connecting Corning, Elmira, and Erwin. Completed with LaBella Associates in late 2024, the study outlines a long-term, $100 million vision for a walking, cycling, and non-motorized transit route that supports local economies and enhances quality of life. Public support has been overwhelmingly positive, and efforts are underway to begin segment construction.

The Carriage House Inn Boutique Hotel

The Carriage House Inn is a proposed high-end, one-of-a-kind boutique hotel with lounge area and fashion exhibition space. Located on the campus of the Arnot Art Museum and housed in a historic building, the Carriage House will be curated by internationally recognized designer, Todd Yoggy, and designed by renowned preservation architecture team, Johnson-Schmidt Associates. 

As noted in the 2024 Corning-Elmira Boutique Hotel Market Feasibility Study, the demand for boutique hotels is driven by the consumer preference for unique accommodations. To drive this project forward, Three Rivers, in collaboration with the City of Elmira, successfully applied for and received $1 million in RESTORE NY grant funding for The Carriage House Inn project in 2025. Timeline for the opening of the Carriage House Inn is Autumn 2026.
